COUNTY OF HAWAII -• ��i " / STATE OF HAWAII RESOLUTION NO. 449 16 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE KEA'AU COUGARS ATHLETIC BOOSTERS FOR THE 2016 KEA'AU HIGH SCHOOL PROJECT GRAD NIGHT. WHEREAS, the Kea'au Cougars Athletic Boosters is a 501(c)(3) nonprofit organization that assists Kea'au High School with programs and activities that benefit the students that attend Kea'au High School, including the Kea'au High School Project Grad Night Program; and WHEREAS, the Kea'au High School Project Grad Night provides a safe, secure, and supervised celebration alternative to the traditional graduation parties that involve underage drinking, illegal substance use, and unsupervised late-night partying that normally results in drinking and driving, all of which pose a hazard to the community; and WHEREAS, this alcohol- and drug-free event provides the parents and families of the graduates with the peace of mind that their child is in a safe and wholesome environment after graduation; and WHEREAS, one of the Department of Liquor Control's goals is to support youth programs that promote alcohol- and drug-free events, including Project Grad Night activities; and WHEREAS, pursuant to Section 2-139(a)(2) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant to the Kea'au Cougars Athletic Boosters for the 2016 Kea'au High School Project Grad Night; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
