Traffic is expected to increase due to the proposed project, <br /> however, vehicular movements, including those of employees, are not anticipated to <br /> exceed 20 AM/PM peak hour trips. <br /> County water is available to the site from an existing 12-inch waterline within <br /> Kanoelehua Avenue fronting the subject parcel. In addition, there is an existing 5/8-inch <br /> County water meter limited to a maximum daily usage of 600 gallons per day total, which <br /> the applicant anticipates would be sufficient for the proposed office use. According to the <br /> Department of Environmental Management,the property is currently not accessible to the <br /> County sewer system. Should the applicant wish to connect to the County sewer system, <br /> a sewer line would either need to be installed within the Kanoelehua Avenue right-of-way <br /> or an easement would be required to be obtained from private properties which are <br /> currently accessible to the County sewer system. The applicant also has the option to <br /> install an individual wastewater disposal system meeting with the requirements of the <br /> State Department of Health. Solid waste will be handled by commercial haulers. <br /> Electricity, telephone, and all other essential utilities and services are available to the site. <br /> The project site has no severe geological or topographical problems which cannot <br /> be rectified or which would render the land unusable. The property is located within <br /> Flood Zone "X", areas determined to be outside the 500-year floodplain. All <br /> development generated storm run-off shall be require to be disposed of on-site and not <br /> allowed onto adjacent properties or roadways. <br /> According to the State Department of Transportation-Airports Division, the <br /> subject property is located 680 feet from the end of Runway 3 at Hilo International <br /> Airport. Due to this close proximity to the Airport,the project may be subject to FAA <br /> requirements relative to construction activities,proposed structures, and related facilities. <br /> A condition of approval will reflect the need for compliance. <br /> As the property was already improved with a dwelling, no professional <br /> archaeological survey was conducted of the site. By letter dated November 30, 2015, the <br /> applicant requested a letter of no effect from the DLNR Historic Properties Division <br /> (SHPD), however they have not responded as of this writing. The applicant has stated <br /> that should any archaeological features or sites be discovered during the development of <br /> this project, work will immediately cease and the Planning Department will be notified. <br />
