REQUEST: <br /> We are requesting the Council's permission to accept $110,000.00 from the Department of Health Alcohol <br /> and Drug Abuse Division (ADAD). The Office of the Prosecutor, through the competitive process, is receiving <br /> the award for FY 2016 in the amount of$110,000. <br /> The funds will be utilized to provide County Coordination for a Substance Abuse Prevention System. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In cooperation with the Mayor's office, the Office of the Prosecuting Attorney applied for a grant through the <br /> State Department of Health Alcohol and Drug Abuse Division in response to an RFP issued December 7, <br /> 2015. The grant money is to be used for community organizing, evaluation and planning of a substance <br /> abuse prevention system within the County of Hawaii. The first six months of the program would focus on <br /> developing a plan on how to involve the service providers and community in evaluating the current <br /> resources. The next twelve months would be used to enact that plan and develop an organized, coordinated <br /> substance abuse prevention system to be used in Hawaii County to decrease the percentage and number of <br /> alcohol and drug abusers in our County. The eventual goal being to decrease the usage of county resources <br /> including police, fire, emergency medical response, prosecutors, public safety, etc., by having less people <br /> abusing alcohol and drugs. <br /> This would include amending the budget to appropriate the funds to the project and creating a general ledger <br /> account and revenue account for the funds. <br /> SIGNED: / DATE: DJ//' 20/ <br /> Department Head <br />
