W �.Jiy COUNTY OF HAWAII •_�`'=��/�•' STATE OF HAWAII .OFN►'� RESOLUTION NO. 461 16 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF-DISCOVERY THROUGH ART FOR EXPENSES RELATED TO PROVIDING ART THERAPY AS A HEALTHY ALTERNATIVE. WHEREAS, Self-Discovery Through Art is a 501(c)(3) nonprofit organization that provides art therapy as a healthy, drug-free and alcohol-free way of coping with life; and WHEREAS, these art therapy programs and activities encourage healthy social and educational interaction in a safe environment that is smoke-free, drug-free, and alcohol-free; and WHEREAS, Self-Discovery Through Art operates a structured studio art program that provides a safe avenue for participants, with or without formal training in art, to express themselves visually, to help them discover more about who they are; and WHEREAS, through the creative process, participants experience an "awakening"that enhances healing and sustains recovery; and WHEREAS, the Department of Liquor Control support programs that promote drug-free and alcohol-free activities and programs conducted in a healthy and safe environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant to Self-Discovery Through Art to assist with expenses related to providing art therapy; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
