COUNTY OF HAWAII •' �'''='' ! •- STATE OF HAWAII <br /> 46 OF-NF's <br /> RESOLUTION NO. 468 16 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF-DISCOVERY <br /> THROUGH ART FOR EXPENSES RELATED TO PROVIDING MENTAL HEALTH <br /> ART THERAPY. <br /> WHEREAS, Self-Discovery Through Art is a 501(c)(3) nonprofit organization that <br /> provides art therapy as a healthy, drug-free, and alcohol-free way of nurturing and strengthening <br /> the mental health of all people using art as medicine; and <br /> WHEREAS, these art therapy programs and activities encourage healthy social and <br /> educational interaction in a safe environment that is smoke-free, drug-free, and alcohol-free; and <br /> WHEREAS, Self-Discovery Through Art operates a structured studio art program that <br /> provides a safe avenue for participants, with or without formal training in art, to express <br /> themselves visually, to help them discover more about who they are; and <br /> WHEREAS, through the creative process,participants experience an "awakening" that <br /> enhances healing and sustains recovery; and <br /> WHEREAS, the Department of Liquor Control support programs that promote drug-free <br /> and alcohol-free activities and programs conducted in a healthy and safe environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to the <br /> Department of Liquor Control to provide a grant to Self-Discovery Through Art to assist with <br /> expenses related to providing mental health art therapy; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> following amount is hereby transferred/appropriated as set forth below: <br />
