��J%per • <br /> COUNTY OF HAWAII - •� �" '�_• STATE OF HAWAII <br /> RESOLUTION NO. 474 16 <br /> RESOLUTION APPROVING AND ADOPTING THE 2016 COUNTY OF <br /> HAWAII ACTION PLAN FOR THE COUNTY OF HAWAII <br /> COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND <br /> AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO <br /> EXECUTE AND SUBMIT THE ACTION PLAN AND ALL OTHER <br /> RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT <br /> OF HOUSING AND URBAN DEVELOPMENT. <br /> WHEREAS, the County of Hawaii is a direct recipient of federal Community <br /> Development Block Grant (CDBG) Program funds from the United States Department <br /> of Housing and Urban Development (HUD); and <br /> WHEREAS, it is required by HUD that the County submit a <br /> Consolidated/Action Plan, in accordance with Subpart C of 24 CFR Part 91, which <br /> includes housing and homeless needs assessments, a housing market analysis, five- <br /> year goals and priorities, and project monitoring procedures; and <br /> WHEREAS, the Consolidated Plan is a five (5) year (2015-2019) plan that <br /> indicates the County's goals and priorities for the use of CDBG and HOME funds for <br /> housing, homeless, special needs and community development; and <br /> WHEREAS, it is required by HUD that before the County of Hawai'i receives <br /> its annual CDBG allocation, and that the County shall submit its yearly Action Plan as <br /> required by the Consolidated Plan; and <br /> WHEREAS, the Action Plan is a yearly plan that includes the actual projects <br /> and activities that will be carried out with the County's CDBG funds; and <br />
