No. 794/Bill No. 179 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 179, reports as follows: <br /> Bill No. 179, transmitted by Council Member Margaret Wille via Communication No. 794 dated March <br /> 17, 2016, amends Article III, Section 3-15 of the Hawai`i County Charter (2014), relating to the General <br /> Plan. The purpose of this bill is to change the scope of the General Plan. <br /> Mr. Onishi asked Director Kanuha whether the goals stated in Bill No. 179 would be better <br /> addressed in the Community Development Plans. <br /> Director Kanuha said that most of the subject topics that her proposed amendments covered in <br /> one of the 13 elements of the General Plan. The Director believes a lot of these subjects are <br /> embraced within the General Plan within various subjects, and those elements, and that's where <br /> it gets more specific in terms of how it's implemented. <br /> Mr. Chung said he would be voting against the bill. He sees some merit in the concepts, but it <br /> would be better placed in an ordinance. He said he would like to keep the General Plan preamble <br /> general. <br /> Mr. Paleka said the reference to the Blue Zones Project is a trademarked name so although he <br /> sees merit in the language, he cannot support the bill as written. <br /> Ms. Wille said she will introduce an amendment that addresses the concerns raised. <br /> Mr. Kanuha and Ms. Eoff stated that they would both support amendments to the bill. <br /> Ms. Wille further agreed with the suggestions made by Committee Member Kanuha and <br /> Ms. Eoff for specific amendments. <br /> PC Report No.: 57 <br />
