REQUEST: <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water <br /> Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance <br /> of$14,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following <br /> project: <br /> Pua Force Main Installation and Rehabilitation $14,000,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> All raw wastewater from Hilo town (average of 2.8 MGD or Million Gallons per Day) is conveyed to the Hilo <br /> Wastewater Treatment Plant (HWWTP) via the Pua SPS and the existing force main. Recent tests performed <br /> by the Wastewater Division on the existing force main shows signs of restriction which negatively affects the <br /> performance of the equipment that makes up the pumping system that conveys wastewater to the HWWTP. <br /> The installation of a new additional sewage force main from the Pua Sewage Pump Station (Pua SPS) to the <br /> HWWTP and the rehabilitation of the existing 24-inch sewer force main are required to address and correct <br /> deficiencies in the existing force main. Once installation of the new force main is complete, the existing Force <br /> Main will be rehabilitated to remove the cause of the existing flow restriction in the system as well as to <br /> incorporate mitigation measures to address critical performance factors. Rehabilitation of the existing force <br /> main (once the new force main is installed and placed into operation) is desirable as it provides a redundant <br /> means of conveying raw wastewater from Hilo town to the HWWTP for treatment in the event of required <br /> maintenance work on one of the two force mains. An all-night live repair of the existing force main was <br /> required in 2011 to keep the force main in service while repairing a crack in the force main pipe. <br /> Failure of the existing force main would result in a raw sewage spill to State Waters via the Hilo Outfall and <br /> would subject the County to potential enforcement action by regulatory agencies. It is noted that the existing <br /> sewer force main was installed in 1990 and is therefore 26 years old. The age and the deficiencies in the force <br /> main are major contributors to decreasing the serviceability of equipment needed to convey raw sewage to the <br /> HWWTP. <br /> SIGNED: O71tLi,c DATE: 4-///1 /16" <br /> Department Head <br />
