REQUEST: <br /> An Ordinance authorizing the issuance of$10,500,000 General Obligation Bonds of the County of Hawai'i <br /> for the purpose of financing the following project: <br /> Organics Processing Facilities - $10,500,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The County has been facilitating the acceptance and processing of green waste in both East and West Hawai'i <br /> for many years. The proposed project will allow for the construction of a full scale composting facility to be <br /> constructed at the South Hilo Sanitary Landfill (SHSL) and for a receiving and processing facility to be <br /> constructed at the West Hawaii Sanitary Landfill (WHSL). These facilities will include large receiving buildings <br /> at each site, composting processing area, an education center and office space. All facilities will be owned by <br /> the County and will be operated and maintained by a contractor. It is anticipated that through the construction <br /> of these facilities that the County will be able to move closer to its Solid Waste Diversion goals as composting <br /> will allow for an expanded waste stream which will include food waste, contaminated paper, and compostable <br /> plastics which make up a significant portion of the County Waste Stream. This project will have the effect of <br /> diverting significant materials away from the WHSL and SHSL. This project will also allow for better <br /> management and control of current and future invasive species. <br /> We respectfully request that this bill be waived from the Council's Finance Committee and be placed on the May <br /> 4, 2016 Council agenda so that a contract can be executed which will include services to begin on July 1, 2016. <br /> SIGNED: . <br /> DATE: / l Z ( I <br /> Department Head <br />
