REPORT OF THE <br />COMMITTEE ON GOVERNMENTAL RELATIONS <br />AND ECONOMIC DEVELOPMENT <br />DATE: April 19, 2016 Re: Comm. No. 704/Bill No. 153 <br />PLACE: Council Chambers <br />Kona, Hawai`i <br />TIME: 11:10 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Relations and Economic Development, to which was referred <br />Bill 153, reports as follows: <br />Bill 153, amends Article Ill, Section 3-18 of the Hawaii County Charter (2014), relating to the <br />Office of the Legislative Auditor. <br />On March 1. 2016. Ms. Wille introduced this bill via Communication No. 704, dated <br />February 9, 2016; and after discussion, the measure was postponed to the April 19, 2016 Finance <br />Committee meeting. <br />On April 19, 2016, Ms. Wille transmitted proposed amendments to Bill 153, via communication <br />No. 704. 1, dated March 31, 2016. <br />There were three testifiers in Pahoa and one in Kona - one person provided comment, two spoke <br />in favor and one spoke in opposition. <br />Mr. Kanuha, Mr. Paleka, Ms. Eoff, Mr. Chung and Ms. Poindexter all spoke in opposition to the <br />proposed amendment as the charter currently contains language that state audit reports shall be <br />filed as public records. The motion to amend Bill 153, with the contents of communication 704.1 <br />failed with a vote of eight noes.
