No. 866/Bill No. 201 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 9:50 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 201, <br /> reports as follows: <br /> Bill No. 201,transmitted by Council Member Maile David, via Communication No. 866 dated <br /> April 12, 2016, amends Chapter 14, Article 1, Section 14-2 and Section 14-2.1 of the Hawai`i <br /> County Code 1983 (2005 Edition, as amended), relating to consumption of intoxicating liquors at <br /> parks. <br /> The bill adds Hawaiian Ocean View Park to Section 14-2 (areas requiring permits for <br /> intoxicating liquors between the hours of 10:00 a.m. and 10:00 p.m.) and removes Hawaiian <br /> Ocean View Park from Section 14-2.1 (intoxicating liquors allowed between the hours of <br /> 6:00 p.m. and 10:00 p.m.). <br /> Council Member David stated that she was contacted by the Ocean View community seeking <br /> help in addressing the concerns of drinking in the park. She met with the community first to <br /> gather input before working with the Parks and Recreation Department on the proposed changes <br /> to the Hawai`i County Code for Hawaiian Ocean View Park. It was clarified to the council that <br /> with the proposed changes, a Park and Recreation facilities use permit will now be required, as <br /> well as a permit from the Police Department for alcohol consumption. Signs will also be posted <br /> in the park informing the public of the new law. <br /> Parks and Recreation Director Clayton Honma appeared before Your Committee for questions <br /> and comments. He expressed his support of the code change. Mr. Honma stated that the permit <br /> process and code change are the first steps in addressing the excessive drinking in the park, by <br /> enforcing stricter rules in regard to alcohol consumption. <br /> Several Council Members expressed their support of Bill No. 201. However, some expressed <br /> concern over police presence and enforcement in the parks. <br /> PWPRC Report No. 44 <br />
