REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 16, 2016 Re: Comm. No. 694/Bill No. 150 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 12:21 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 150, reports as follows: <br /> Bill No. 150, transmitted by Council Member Margaret Wille via Communication No. 694 dated <br /> February 11, 2016, amends Chapter 16, Article 3, Section 16-5 of the Hawai`i County Code 1983 (2005 <br /> Edition, as amended)relating to Community Development Plan Action Committee membership and <br /> tenure. The purpose of this bill is to modify the terms of membership and tenure for Community <br /> Development Plan Action Committees to provide for better continuity of membership, and to allow <br /> interested members the opportunity to serve for a longer period of time. <br /> Your Committee received this item on March 1, 2016, at which time it was postponed to April 19, 2016. <br /> After receiving public testimony on April 19, 2016, Your Committee recessed until April 20, 2016. <br /> At that time, Ms. Wille moved to amend Bill No. 150 with the contents of Communication No. 694.1. <br /> The motion being seconded, members of Your Committee discussed the amendment at which time it <br /> was postponed to May 16, 2016, to seek input from members of the various community development <br /> plans. <br /> Your Committee convened on May 16, 2016, at which time Ms. Wille withdrew her motion <br /> regarding Communication No. 694.1 and moved to amend Bill No. 150 with the contents of <br /> Communication No. 694.3. <br /> The motion being seconded, Ms. Wille stated that her amendment was made in an attempt to reach <br /> consensus following from Your Committee members on April 20, 2016, and with input from Director <br /> Kanuha. Ms. Wille said there was a problem finding people to fill at least two of the Community <br /> Development Plan Action Committees. <br /> Director Kanuha, in response to a question about his position on Bill No. 150, told Your Committee that <br /> he had polled members of the Community Development Plan staff and received no objections to Ms. <br /> Wille's proposal. <br /> Ms. Poindexter said the change from "the member shall continue to serve until a successor is appointed" <br /> to "the member may, at the discretion of the member, continue to serve until a successor is appointed" <br /> would clean up the language and make it more clear, and makes it easier for a person to accept <br /> nomination to the board. Ms. David agreed with Ms. Poindexter and appreciated Director Kanuha's <br /> comments. <br /> PC Report No.: 61 <br />
