No. 907/Bill No. 215 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:22 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Planning, to which was referred Bill No. 215, reports as follows: Bill No. 215,transmitted by Mayor William P. Kenoi via Communication No. 907 dated May 26, 2016, amends Ordinance No. 06-114, which reclassified lands from Single Family Residential-10,000 Square Feet(RS-10)to General Commercial-20,000 Square Feet (CG-20) at Waiakea House Lots, Hawaii, covered by Tax Map Keys: 2-2-034:066, 078, and 079. The applicant, Big Island Candies, is requesting amendments to Conditions C, D, E, and F of Ordinance No. 06-114. The applicant has stated the reason for the request is that past and current economic conditions, both locally and globally, are unfavorable for the construction of a new facility. The applicant is committed to building the new production and storage facility when economic conditions warrant the need for increasing production. The Windward Planning Commission, at its duly held public hearing on May 5, 2016, concurred with the Planning Director's reasons for recommending a favorable consideration of this bill. Mr. Onishi asked Director Duane Kanuha to explain the purpose of this bill. Director Kanuha explained that Bill No. 215 is essentially an extension of time to meet the conditions of Ordinance No. 06-114.
