No. 947 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:06 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 947, <br /> reports as follows: <br /> Communication No. 947, transmitted by Mayor William P. Kenoi, dated July 14, 2016, requests <br /> review and favorable recommendation of the nomination of Mr. Carl Carlson, Jr. of Council <br /> District 8 to the County of Hawaii Police Commission. <br /> After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 947 <br /> into the record, preceding a motion made by Ms. Eoff and seconded by Mr. Kanuha to approve <br /> the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, notified Your <br /> Committee on Mr. Carlson's absence from the Council Chambers. Mr. Ilagan moved to push the <br /> nomination forward to the full Council, Mr. Onishi seconded to approve the motion. At 1:27 pm <br /> Mr. Kanuha moved to table, seconded by Mr. Onishi, and approved with 9 ayes. <br /> At 1:45 pm Comm. No. 947 was taken off the table, and Ms. Shigemura proceeded to introduce <br /> Mr. Carlson in his absence. Mr. Carl Carlson, Jr. is a lifelong resident of Hawai`i. He is <br /> presently self-employed as a consultant to Huihue Ventures, LLC, which he is also the founder, <br /> member, and manager. Mr. Carlson is a former member of the UH Board of Regents, the Board <br /> of Agriculture, and the Research Corporation of Hawai`i. He is a past member of the Hawaii <br /> County Board of Ethics. He states that he is not affiliated with any political party. If confirmed, <br /> Mr. Carlson will serve a vacant term to end on December 31, 2020. <br /> During discussion, Committee Member Eoff indicated the nominee resides in the Council district <br /> she represents, and asked Your Committee to consider moving forward with the nomination, if <br /> Mr. Carlson appears at full confirmation before the Council. Ms. Wille stated she would not <br /> support the nomination unless the Police Commission required an immediate quorum, as she <br /> expressed her concern for the lack of quorum in the Environmental Management Commission. <br /> Ms. Poindexter stated she would defer to the recommendation made by the respective Committee <br /> member representing Council District 8. Both Mr. Ilagan and Mr. Onishi mentioned there is <br /> precedent for a nomination to advance with the nominee's absence, and would support <br /> Ms. Eoff s decision. Mr. Chung repeated a similar nomination had been done before. He knows <br /> Mr. Carlson personally and finds no reason to delay the nomination.
