REPORT OF THE <br />COMMITTEE ON PUBLIC SAFETY <br />AND MASS TRANSIT <br />DATE: August 2, 2016 Re: Comm. No. 949 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:06 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 949, reports as follows: <br />Communication No. 949, transmitted by Mayor William P. Kenoi, dated July 14, 2016, requests review and <br />favorable recommendation of the nomination of Ms. Kirstin Kahaloa of Council District 7 to the County of <br />Hawaii Liquor Commission. <br />After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 949 into the record, <br />preceding a motion made by Mr. Kanuha and seconded by Mr. Onishi to approve the nomination. Executive <br />Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and provided background information on <br />Nominee Kahaloa, expressed the Mayor's support, and requested Council's favorable action of this appointment. <br />Ms. Kirstin Kahaloa is Executive Director of the Kona-Kohala Chamber of Commerce. Ms. Kahaloa is the <br />water polo coach at Hilo High School. She is a past Board Chair and Trainer Corps Trainer of the Association <br />of International Educators. Ms. Kahaloa also volunteered with the United Way of St. Louis. She states that she <br />is not affiliated with any political party. If confirmed, Ms. Kahaloa will serve a vacant term to end on <br />December 31, 2020. <br />Ms. Kahaloa appeared in front of Your Committee, via videoconferencing from Kona, with an opening statement <br />expressing gratitude for her nomination. During discussion, Your Committee expressed appreciation to <br />Ms. Kahaloa for her willingness to volunteer with such a complex schedule already. Mr. Chung commended <br />Ms. Kahaloa for her commitment as the Hilo High School Water Polo Coach, while residing in Kona. Mr. Chung <br />continued to mention his affiliation with Hilo High has nothing to do with his support of Ms. Kahaloa, but <br />emphasized how her actions speaks of her virtuous character.
