No. 1025/Bill No. 234 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 234, reports as follows: <br /> Bill No. 234, transmitted by Mr. Ilagan via Communication No. 1025 dated August 30, 2016, amends <br /> Chapter 14, Article 14, Division 3, Section 14-86 of the Hawai`i County Code 1983 (2005 Edition, as <br /> amended) relating to street names. This bill amends the criteria for naming streets by allowing the <br /> duplication of street names within the same judicial district but with different zip codes. <br /> Mr. Ilagan provided some background information behind this bill. According to Real Property Tax <br /> records, there is a street in Leilani Estates in the Puna district named Ma`ili; however, road signs in the <br /> subdivision indicate that the street name is Maile. Residents have requested the street be named Maile. <br /> There is an existing Maile Street in Puna, in Eden Roc, which is in a different zip code but the same <br /> judicial district. Before this can happen, the County Code would need to be changed to allow it. <br /> Mr. Paleka said there does not seem to be much of a big deal. If the community is behind it, the street <br /> should be Maile instead of Ma`ili. <br /> Mr. Chung sought and received clarification that this bill is a precursor to an effort to change the name <br /> from Ma`ili Street to Maile Street. <br /> Mr. Chung also asked Mr. Ilagan why Bill 234 retains a reference to the judicial district. Mr. Ilagan <br /> expressed concern that repealing this requirement would affect the system that the Planning Department <br /> has in place regarding the physical addresses of land parcels, and this bill is not intended to do that. <br /> Ms. David agreed that the Code could be amended to require no duplication only within the same zip <br /> code. Mr. Ilagan said he was open to that suggestion if the Council supports it. <br /> Mr. Chung requested Mr. Ilagan look into any effect that Bill 234 would have on tax map keys. He said <br /> he was satisfied with moving forward and repeated he saw no reason for retaining the reference to a <br /> judicial district. <br /> Director Kanuha stated he did not know whether removing language referencing the judicial district <br /> would have any effect on the Planning Department. <br /> PC Report No. 75 <br />
