REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> PARKS AND RECREATION <br /> DATE: September 20, 2016 Re: Comm.No. 1046/Bill No. 239 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:15 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 239, reports <br /> as follows: <br /> Bill No. 239,transmitted by Council Chair Dru Kanuha, via Communication No. 1046 dated <br /> September 6, 2016, amends Chapter 24, Article 10,Division 5, of the Hawaii County Code 1983 <br /> (2005 Edition, as amended), relating to parking. <br /> The bill adds the County parking lot between Kuakini Highway and Likana Lane, from 2:00 a.m. to <br /> 5:00 a.m.,to Schedule 29 (Parking prohibited during certain hours on certain streets; tow away zone), <br /> Subsection (f), Kona. <br /> Council Chair Kanuha spoke in support of Bill No. 239. He noted that this bill was brought forward, at <br /> the request of the community, as a first step to curb overnight parking. Chair Kanuha stated that the <br /> lack of parking in Kailua town has affected many residents and business owners over the years. This is <br /> an attempt to remedy the issue while keeping parking free of charge. <br /> Several Council Members communicated their support of Bill No. 239. Council Member Eoff, who <br /> attended one of the Town Hall meetings, expressed her concern for those who may leave their car in the <br /> parking lot overnight to take a cab home, if drinking. She feels that if we are to encourage the "No <br /> Drinking and Driving" policy, this amendment may be counterproductive. <br /> Public Works Director Warren H.W. Lee appeared before your Committee for questions. To address <br /> concerns of towing versus citing, he informed the Council that Public Works would be working with the <br /> Police Department to monitor the parking amendment, if passed.
