REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY <br /> AND MASS TRANSIT <br /> DATE: October 4, 2016 Re: Comm.No. 1061/Bill No. 241 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:06 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit,to which was referred Bill No. 241, reports as follows: <br /> Bill No. 241,transmitted by Council Member Dennis "Fresh" Onishi, via Comm.No. 1061 dated <br /> September 14, 2016, an ordinance renumbering Chapter 26, of the Hawaii County Code 1983 (2005 Edition, <br /> as amended), relating to the Hawaii State Fire Code, repealing Chapter 14, Article 5, and adding an <br /> amended version of this article, relating to fireworks, into Chapter 26. <br /> There were no testifiers present for this matter. After the close of public testimony, County Clerk <br /> Stewart Maeda read Comm.No. 1061 and 1061.1 into the record, preceding a motion made by Ms. Wille and <br /> seconded by Ms. Eoff to refer to Council with a positive recommendation. Although, at the start of <br /> discussion, Ms. Wille expressed reservations to continue in the absence of Mr. Onishi, however, discussion <br /> led on. <br /> Mr. Kanuha invited Michael Matsui, Hawaii County Fireworks Auditor,to expound on this matter. <br /> Mr. Matsui provided background,purpose and intent of said bill; essentially matching County Code to State <br /> Code standards, especially with regard to increasing liability insurance almost five times. When questioned, <br /> Mr. Matsui clarified the difference between display and consumer fireworks.
