REPORT OF THE COMMITTEE ON GOVERNMENTAL RELATIONS AND ECONOMIC DEVELOPMENT DATE: October 19, 2016 Re: Comm. No. 1092/Res. No. 671-16 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 2:43 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Governmental Relations and Economic Development, to which was referred Resolution No. 671-16, reports as follows: Resolution No. 671-16, transmitted by Council Member Margaret Wille, via Communication No. 1092, dated September 29, 2016, urges the 2017 Hawai`i State Legislature to pass legislation allowing the counties to implement a high-stakes bingo program. Ms. Wille explained that this resolution would help to bring in additional revenue that is needed. This urges the State Legislature to pass legislation to legalize high stakes bingo and if the state passes it, then each county would decide whether or not to implement the gaming operations. Mr. Kanuha stated that he could not support this resolution at this time for several reasons. Mr. Onishi said he appreciated what Ms. Wille is doing and that it is just asking the legislature to consider this as an option to generate more revenue. Ms. David had questions and asked for clarification on how the program would work. She stated she would support with reservation.
