REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: October 18, 2016 Re: Comm. No. 1102 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 1:03 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 1102, reports as follows: <br />Communication No. 1102, submitted by Mayor William P. Kenoi dated September 27, 2016, nominates <br />Enock Freire to the Water Board, for a four-year term to end on December 31, 2020. <br />Mr. Freire was not present. Mr. Kanuha said it would be nice if he were there. Mr. Kanuha noted that <br />Mr. Freire had served on the Public Access, Open Space, and Natural Resources Preservation <br />Commission (from 2011 to 2014). Mr. Kanuha had some questions about his tenure and about <br />Mr. Freire's plans for the Water Board. <br />Both Mr. Kanuha and Ms. Wille noted that they had heard concerns from residents about Mr. Freire, and <br />that it is important to hear from him. Ms. Wille said that she does not know him personally. She said she <br />supports moving the nomination forward but reserves judgment until he appears before the Council. <br />Mr. Freire is required to be present at the November 2, 2016 Council meeting. <br />Your Committee on Planning is in accord with the purpose and intent of Communication No. 1102, and <br />recommends confirmation of the appointment of Enock N.
