No. 1086/13ill No. 246 <br />Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 246, <br />reports as follows: <br />Bill No. 246, transmitted by Council Member Margaret Wille, via Communication No. 1086 dated <br />September 29, 2016, names the North Kohala Courthouse and amends Chapter 15, Article 8, <br />Section 15-68.1 of the Hawaii County Code 1983 (2005 Edition, as amended), relating to the Parks <br />and Recreation facility schedule. <br />The bill names the former North Kohala Courthouse Building in Kapa` au to "Hale Kealoha `o <br />Kohala," and adds it to the Parks and Recreation facility schedule. <br />Council Member Wille, who spoke in support of Bill No. 246, stated that she did not hold any <br />community meetings. However, she did say she worked with the seniors and the leader of the Kohala <br />senior club, Kealoha Sugiyama. Ms. Wille added that she informed the public via two newspaper <br />articles, one published in January and the other in September of 2016. <br />Council Members Eoff and Ilagan were concerned to know if the Parks and Recreation Department <br />was informed of the proposed name change. Ms. Wille stated that she did speak with them and was <br />advised by the department to include a region or place in the final name, as to comply with <br />Chapter 15, Article 8 of the Hawaii County Code, that relates to the naming of facilities. Finally, <br />Ms. Eoff added that the opposition by the testifiers troubled her. <br />Council Member David asked if County Executive on Aging, Kimo Alameda was notified of the <br />proposed name change, to which Ms. Wille replied "no." <br />Several Council Members had many of the same concerns and mainly wanted to see that the <br />community is "pono" with the name change.
