No. 1047.3. <br /> Continuing discussion, Ms. Eoff commends Mr. Paleka and Mass Transit Agency for providing the <br /> County of Hawai`i Mass Transit Agency Hele-On Keiko`o: Riders Guide,transmitted by Council <br /> Member Paleka via Comm.No. 1047.2. Ms. Yamane responded that said guide is available online <br /> and sent to each eligible rider for their information and reference. <br /> Upon request by Mr. Onishi, MTA shared the following update in applicant and ridership numbers: <br /> for applicants, there were 52 in July, 117 in August, 132 in September; current amount of eligible <br /> riders to date is 45, with 15 in Hilo and 30 in Kona. Ms., Yamane explained that at any given <br /> moment MTA has applications pending, but as of now MTA confirms 45 eligible riders with the <br /> highest number of applicants in August. Ms. Yamane continued to explain that there are no <br /> restrictions but an eligibility criteria, which currently on only 1 person deemed inelegible, some are <br /> given temporary or conditional eligibility. Mr. Onishi was assured that MTA does not have an influx <br /> applicants and denied eligibility. <br /> Mr. Ilagan shared concern regarding the appeal process. The appeal process may be a bit encumber <br /> some for persons who are disabled. Ms. Yamane responded regarding proposed suspension of <br /> service before hitting three missed marks, a letter will be sent along with the appeals process <br /> available online and also sent to any person who has applied to the service that is less than <br /> unconditional, so if temporary or denied, MTA will mail the appeal process and form so they are <br /> fully notified about process. The Rider's Guide further explains specifically missed 3 scheduled trips <br /> per quarter, with an up to 2 hours to cancel provided. The reason why the appeals process is in place <br /> is due to the amount of resources expended to provide such service.
