No. 707-16 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 4:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Relations and Economic Development, to which was referred <br /> Resolution No. 707-16, reports as follows: <br /> Resolution No. 707-16, transmitted by Council Member Margaret Wille, via Communication <br /> No. 1144, dated October 13, 2016, urges the 2017 Hawai`i State Legislature to prevent animal <br /> cruelty by prohibiting the unsafe tethering of dogs. <br /> There were about 8 people who testified at the meeting - all were in support of this resolution. <br /> Ms. Wille expressed her thoughts regarding this resolution. She said it is taking a small step and <br /> would help police and animal control. She explained that the resolution would prohibit restraints <br /> that are shorter than three times the length of the dog and expressed her desire to have the <br /> resolution go to the state legislature. <br /> Ms. Eoff asked Ms. Wille if she would need to find someone from the state legislature to propose <br /> a bill. Ms. Wille responded that she will be meeting with a legislator next week in hopes to raise <br /> consciousness, but she isn't sure if that person would propose a bill. <br /> Mr. Chung questioned how Ms. Wille came up with the length of restraints.
