No. 1153/Bill No. 257 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:22 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 257, reports as follows: <br /> Bill No. 257, transmitted by Mayor William P. Kenoi via Communication No. 1153 dated October 24, <br /> 2016, amends Section 25-8-26 (Pahoa Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawai`i <br /> County Code 1983 (2005 Edition), by changing the district classification from Single Family Residential <br /> — 10,000 Square Feet(RS-10) to Village Commercial— 10,000 Square Feet (CV-10) at Waiakahiula, <br /> Puna, Hawaii, covered by Tax Map Key: 1-5-002:027 and 1-5-114:020 (Portion). The applicant is Paul <br /> Ogasawara, and the subject parcel covers 29,837 square feet. The applicant intends to confirm the <br /> existing gas station and auto repair activities (portions of a driveway and parking) on TMK: 1-5- <br /> 114:020; eliminate the split zoning of parcel 20 by having the 21,750 square foot area zoned CV-10; and <br /> increase the auto repair area by expanding an existing open structure into the subject properties. The <br /> expansion will consist of about 2,400 square feet and will straddle the property line. As a result,to <br /> prevent any building setback issues, the applicant intends to consolidate parcels 20 and 27. <br /> The Windward Planning Commission, at its duly held public hearing on October 6, 2016, concurred <br /> with the Planning Director's favorable recommendation. <br /> Planning consultant Sidney Fuke, representing the applicant, said the project is an existing service <br /> station in Pahoa Village. The applicant had acquired an area that over time was used for parking needs. <br /> He said it was a"cleanup type" of rezoning action. <br /> Mr. Paleka requested support of the bill. <br /> Following an initial positive recommendation of eight ayes, with Mr. Chung absent, Your Committee <br /> voted to reconsider the bill. Mr. Paleka explained that the fair share amounts listed in Bill No. 257 <br /> needed to be updated. Bill No. 257 was then amended to Draft 2 with the contents of Communication <br /> No. 1153.1, and approved with nine ayes. <br /> PC Report No. 81 <br />
