REPORT OF THE <br /> COMMITTEE ON ENVIRONMENTAL MANAGEMENT <br /> DATE: November 15, 2016 Re: Comm. No. 1113/Res. No. 683-16 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 4:33 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, HI 96720 <br /> Your Committee on Environmental Management, to which was referred Resolution No. 683-16, <br /> reports as follows: <br /> Resolution No. 683-16, transmitted by Council Member Margaret Wille, via Communication <br /> No. 1113, dated October 12, 2016, urges the County to establish educational programs to reduce <br /> land-based contributions to marine debris, as recommended by the Hawai`i Island Packaging <br /> Sustainability Initiative Stakeholders Task Force. <br /> November 1, 2016: There were about 5 people who provided testimony at the meeting - three <br /> spoke in support of this resolution and two spoke in opposition. After hearing all public <br /> testimony, Mr. Onishi called a recess to the November 15 meeting in Kona. <br /> November 15, 2016: A motion to approve Resolution No. 683-16 was made by Ms. Wille and <br /> seconded by Mr. Paleka.
