COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST - RS-10 to CN-10 <br /> TRAM NGO <br /> WAIAKEA HOUSE LOTS, 2ND SERIES, SOUTH HILO, HAWAII <br /> TAX MAP KEY: (3) 2-2-025: 012 <br /> INTRODUCTION <br /> Ms. Tram Ngo ("Applicant") is requesting the rezoning of a parcel of land <br /> consisting of 16,911 square feet from Single-Family Residential (RS-10) to <br /> Neighborhood- Commercial (CN-10) in the City of Hilo, Hawaii. The <br /> subject site fronts the west side of Kilauea Avenue, approximately 100 feet <br /> south of its intersection with Lanikaula Street at Waiakea Houselots, 2nd <br /> Series, South Hilo, Hawai'i, TMK: (3) 2-2-025: 012. There is an existing <br /> real estate office within a single-family dwelling immediately to the north, <br /> while the State Department of Land and Natural Resources Nursery and <br /> Arboretum is situated directly of the subject site. <br /> If successful, the Applicant plans to renovate the 2-story, 1,800+/- square • <br /> foot residence into a personal service/beauty salon. <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject site consists of 16,911 square feet and is <br /> identified by TMK: 2-2-025: 012. The site fronts the west side of Kilauea <br /> Avenue, about 100 feet south of Lanikaula Street. (Figures 1 & 2) <br /> In the immediate vicinity and especially north of the subject site, the area <br /> fronting Kilauea Avenue is predominantly commercial in character. <br /> Adjacent to the dwelling to the north is a real estate and insurance office in <br /> a converted dwelling. At the Lanikaula Street/Kilauea Avenue <br /> intersection, there are also offices and a small shopping complex. There <br /> is a dental office south of the subject site. There are also some single- <br /> family residences further south of the subject site along Kilauea Avenue. <br /> Most of the zoning corresponds to this mixture of land uses. <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The Applicant wishes to convert an existing, 2-story, vacant single- <br /> family residential structure into a beauty salon and personal <br /> services building. The applicant believes that the location is <br /> suitable for her clientele. It is not only close to other commercial <br /> uses but quite accessible. <br /> 1 <br />
