Tentative plans include converting the ground level basement for <br /> storage, while the second floor would be used for the personal <br /> service use. As proposed, there would be a minimum of sixteen <br /> (16) parking stalls. However, it may have to be revised to include <br /> at least one (1) handicapped stall. At any rate, there should be <br /> more stalls than what would normally be required for an 1,800 <br /> square foot structure. Additional landscaping consistent with <br /> Planning Department Rule No. 17 would be installed around the <br /> perimeter of the subject site. <br /> It should be noted that the structure is currently non-conforming <br /> relative to the north side yard setback. The structure is currently <br /> set back approximately five (5) feet from the property line, while the <br /> current RS-10 zoning requirement calls for ten (10) feet. In the <br /> event the rezoning is approved and structure is expanded, the <br /> applicant understands that there would be no side yard setback <br /> along this side, as the adjoining property is zoned Commercial <br /> Neighborhood (CN-10). However, the structure would have to meet <br /> the requirements of the Building Code. The structure is currently <br /> setback about fifty (50) feet from Kilauea Avenue. (See Figure 3) <br /> Access to the site would be from the single permitted access along <br /> Kilauea Avenue. <br /> It should be emphasized that the proposed layout, especially the <br /> parking, is preliminary and may be adjusted to accommodate the <br /> County's design review and related construction requirements. <br /> B. Project Timetable and Cost <br /> Should the request be approved, the Applicant intends to finalize <br /> the construction plans and begin renovating the structure within the <br /> next year. The estimated cost of this project is $150,000. <br /> IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The subject property is designated Urban. As such, no State Land <br /> Use Commission action is required. The County of Hawaii can <br /> process the rezoning request. <br /> B.
