JrtY Gs "•�'•y7 <br />COUNTY OF HAWAII <br />ORDINANCE NO. <br />STATE OF HAWAII <br />146 111 <br />BILL NO. 251 <br />AN ORDINANCE RENAMING THE PAHALA BALLFIELD AND AMENDING <br />CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983 <br />(2005 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATION <br />FACILITY SCHEDULE. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Purpose. The purpose of this ordinance is to rename the Pahala Ballfield <br />in honor of the late Laurence J. Capellas and amend the Parks and Recreation Facility Schedule. <br />Laurence Joseph Capellas was born in Hakalau on August 27, 1913, and passed away on <br />October 19, 2003. His last known address was 101 Aupuni, #707, Hilo. He graduated from <br />Teachers College at the University of Hawaii in 1935 and in 1946, he started teaching at Pahala <br />High and Elementary School and where he served as Principal until 1959. Mr. Capellas was <br />instrumental to the foundation of Pahala Town and Pahala Elementary School, which underwent <br />a major makeover under his leadership. <br />Mr. Capellas inspired others and his leadership and influence went far beyond the <br />boundaries of education. A consummate educator, he encouraged students to strive for <br />excellence and to never be afraid to think outside of the box. He was a visionary and a man of <br />action, oftentimes finding creative and sometimes unconventional methods of accomplishing <br />what had to be done for the children and the community. Mr. Capellas also believed that Ka`u <br />and the people of Pahala, Nd'dlehu, and Wai`6hinu were one community. Some of his many <br />achievements include: <br />• Engineering a major makeover of the elementary school; <br />• Spearheading annual school carnivals as fundraisers to carry out various school <br />and community projects; <br />• Upgrading and expanding the athletic, agriculture, shop and band programs; <br />• Building the first regulation baseball diamond and constructing the Ka`u Little <br />League baseball field in 1953; <br />• Starting the Ka`u Little League, the Pony League, the Babe Ruth League, and <br />track and field with shot-put and long distance running; <br />
