NtYof <br />COUNTY OF HAWAII _• STATE OF HAWAII <br />OF M' <br />BILL NO. 253 <br />ORDINANCE NO. 6 113 <br />AN ORDINANCE NAMING THE SOCCER FIELDS AT HERBERT SHIPMAN PARK <br />IN KEA`AU, DISTRICT OF PUNA, COUNTY OF HAWAII, AND AMENDING <br />CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983 <br />(2005 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATIONAL <br />FACILITY SCHEDULE. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Purpose. The purpose of this ordinance is to name the soccer fields at <br />Herbert Shipman Park, "Buddy Perry Soccer Field," situated in Kea`au, District of Puna, County <br />of Hawaii, State of Hawaii. <br />SECTION 2. Background. Born'in Honolulu, Oahu, Justin Masayoshi "Buddy" Perry, <br />of Kea`au and formerly of Kula, Maui, passed away on December 13', 2015, at the age of 38. <br />Buddy worked diligently as a Soil Conservationist with the United States Department of <br />Agriculture, Natural Resources Conservation Service. He volunteered and mentored the youth of <br />Puna as an American Youth Soccer Organization (AYSO) coach for many years, which led him <br />to be the Founder of the Nd Hoa O Puna Soccer Club in 2009. In this capacity, Buddy served as <br />president, director of coaching, motivator, psychologist, disciplinarian, mentor, nutritionist, <br />trainer, and other roles as needed. The club quickly grew into one of the largest clubs on the <br />island, serving over 100 keiki from ages three to nineteen. <br />In 2009, Buddy Perry was diagnosed with ALS (amyotrophic lateral sclerosis), more <br />commonly known as Lou Gehrig's disease, a progressive neurodegenerative disease that affects <br />nerve cells in the brain and spinal cord. Instead of calling it quits, Buddy would be seen at the <br />Herbert Shipman Park soccer fields at least three days a week and practically every weekend. <br />He continued to plan drills and lead practices, working tirelessly to create strong teams. He also <br />insisted that Na Hoa O Puna Soccer Club provide off -island travel opportunities in order to <br />expose players to different levels of competitive soccer. <br />Buddy's philosophy was that every child who wanted to play competitive soccer should <br />be able to regardless of financial status. To raise funds for travelling teams and the Nd Hoa O <br />Puna Buddy Perry Scholarship for graduating seniors, Buddy initiated the Na Hoa Cup <br />Tournament, which has been held annually at the Herbert Shipman Park since 2011. This <br />tournament also provides the soccer communities the opportunity to come together to play hard, <br />build relationships, and recognize the growing talent on Hawaii Island. <br />
