COUNTY OF HAWAII <br />+�Y•oF M+` <br />tPJ �L:� ••y4 <br />,Tt OF•MF•� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />30 1.'7 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br />COUNTY ECONOMIC OPPORTUNITY COUNCIL TO HELP DEFRAY EXPENSES <br />RELATED TO THE HILO DOWNTOWN IMPROVEMENT ASSOCIATION'S 2016 <br />DOWNTOWN HILO CHRISTMAS LIGHTS PROJECT. <br />WHEREAS, the Hawaii County Economic Opportunity Council ("HCEOC") is a <br />501(c)(3) nonprofit community organization and an economic development agency that is <br />dedicated to serving the needs of the greater community; and <br />WHEREAS, the Hilo Downtown Improvement Association ("DIA") is an economic <br />development agency whose mission is to improve the business climate within the boundaries of <br />the downtown Hilo area; and <br />WHEREAS, HCEOC and DIA encourage and support new businesses, products, and <br />services by supporting a healthy and welcoming atmosphere which encourages people to visit the <br />downtown Hilo area; and <br />WHEREAS, the holiday season is upon us, and the DIA and other businesses and <br />agencies will be participating in the 2016 Downtown Hilo Christmas Lights project which <br />includes decorating downtown Hilo to provide an atmosphere that encourages a large number of <br />people to walk around downtown to enjoy the festivities while supporting the local businesses; <br />and <br />WHEREAS, this type of public promotion provides positive exposure for the businesses, <br />products, and services on a large scale, fostering further economic development; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Research and Development to provide a grant to the Hawaii County Economic Opportunity <br />Council to help defray expenses related to the purchase of Christmas lights for the Hilo <br />Downtown Improvement Association's 2016 Downtown Hilo Christmas Lights project. <br />
