Frank DeMarco P.E. <br /> Page 2 <br /> of Hawaii Board of Realtors and public service organizations (re: many presentations over several <br /> years on various floodplain management related issues). <br /> MAJOR PROJECTS AND ACCOMPLISHMENTS <br /> • Floodplain Management Related: <br /> o In conjunction with the Engineering Division Chief, facilitated Hawaii County obtaining its 2008 <br /> FEMA Community Assistance/Audit compliance letter. <br /> o Assisted by the Department of Public Works' Public Communication Officer, facilitated Hawaii <br /> County entering FEMA's Community Rating System program resulting in a Rank 8. <br /> o Working with County Council Members, successfully amended the County's Floodplain <br /> Management Code by deleting an unnecessary "50-foot Buzzer Zone" requirement that was <br /> impacting the ability to improve residential and commercial structures and amended a <br /> prohibition against all fill material in Zone VE to only prohibiting "structural fill." <br /> o Successfully appealed/protested FEMA's 2008 and 201 1 Preliminary DFIRMs for Hawaii County. <br /> o In cooperation with FEMA and its consultant, Baker/AECOM, facilitated improving FEMA's <br /> Preliminary DFIRMs for Hawaii County, which were published in the Federal Register in August <br /> 201 5. <br /> o Managed County flood studies/TSDNs: Puna area (study area is over 200 sq. mi. and includes <br /> over 100 miles of newly mapped SFHAs); North Kona (Waiaha and Holualoa Drainageways); <br /> South Kona Phases 1 (Watercourse 13 - 20) & Phase 2 (Watercourses 1 - 14 and 21 -25); and, the <br /> Palai, Waiakea, Kaapu, Hienaloli and Waiakea Watercourses. <br /> o Reviewed and help facilitate many public and private FEMA Letter of Map Changes associated <br /> with subdivisions, capital improvement projects, and individual and commercial improvements. <br /> o Prepared a County policy on locating accessory structures in FEMA A Zones and Zone VE. <br /> • Water Quality Protection Related: <br /> o Facilitated getting Clean Water Grant Awards to improve and/or expand: Wastewater treatments <br /> plants for San Luis Obispo, Morro Bay, Santa Cruz, Scotts Valley, Gilroy, Monterey Regional <br /> Wastewater Treatment Plants and Watsonville; and, improve and/or expand the wastewater <br /> conveyance systems for Los Alamos, Mission Canyon, Ben Lomond, and Boulder Creek. <br /> o Instrumental in establishing a septic tank prohibition for the communities of Los Osos and <br /> Baywood Park. <br /> o Primarily responsible for studying water quality impacts associated with historic mining in San <br /> Luis Obispo County. <br /> o Initiated the cleanup (excavation) of Unocal's crude oil, diesel and gasoline spills beneath the <br /> community of Avila Beach. <br /> o In cooperation with the State of California Department of Toxic Substances Control and Santa <br /> Barbara County Health Department, initiated the additional cleanup of PCBs and other <br /> hazardous constituents associated with Shell Oil Company's former Canada de la Huerta <br /> refinery site. <br /> o Regulated and monitored landfill expansions at Chicago Grade, Camp Roberts and the Salinas <br /> Valley Solid Waste Authority's Crazy Horse and Gonzales landfills. <br /> o Instrumental in the proper assessment and disposal of hazardous waste (lead paint) associated <br /> with the demolition of WWII barracks located at Camp Roberts and Fort Ord. <br /> • Miscellaneous: <br /> o Initiated and directed the funding, design and construction of a new Hilo Landfill staff facility. <br /> o Initiated locating and constructing a new solid waste collection site for Hawaiian Ocean View <br /> Estates. <br /> o Directed a study to assess long term solid waste management for Hawaii County, which <br /> ultimately recommended hauling waste to the County West Hawaii landfill. <br /> o Hired a new Solid Waste Division Chief and established and filled a second Solid Waste <br /> Superintendant position for West Hawaii County. <br />
