S6 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> WAVE RIDERS AGAINST DRUGS TO ASSIST WITH EXPENSES ASSOCIATED <br /> WITH THE WEST HAWAII COMMUNITY BEACH CLEANUP. <br /> WHEREAS, the Big Island Wave Riders Against Drugs is a 501(c)(3) nonprofit <br /> organization that promotes education, community awareness, and the importance of a clean <br /> environment through drug-free group participation in community projects; and <br /> WHEREAS, Big Island Wave Riders Against Drugs is cosponsoring the West Hawai`i <br /> Community Beach Cleanup on March 4, 2017; and <br /> WHEREAS, West Hawai`i's Community Beach Cleanup involves a beach cleanup <br /> stretching over 60 miles of coastline from Anaeho`omalu Bay to Miloli`i, including all County <br /> and State beaches in between; and <br /> WHEREAS, Big Island Wave Riders Against Drugs is requesting funds for activities, <br /> advertising, and other expenses associated with this event; and <br /> WHEREAS, one of the Department of Liquor Control's goals is to support programs that <br /> promote alcohol- and drug-free events, such as programs that implement a safe and healthy <br /> environment for learning; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific programs, project, event, <br /> activity service, equipment, material or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 6 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the Big Island Wave Riders Against Drugs to assist with <br /> expenses associated with the West Hawai`i Community Beach Cleanup; <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i <br /> transfers/appropriates the following amount as set forth below: <br />
