REQUEST: <br /> DPW-Traffic Division is requesting a resolution authorizing the payment of funds, in a later year and for more <br /> than one fiscal year, for a multi-year lease to purchase a Waterblasting Eradication Equipment. The lease to <br /> purchase would be for a term of no more than five (5) years. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The DPW Traffic Division is requesting the lease of a Waterblasting Eradicator Truck for the purpose of <br /> performing necessary eradication of existing road markings to accommodate traffic pattern changes request <br /> per DPW Traffic Safety section. The current means of hand pushed equipment for eradications causes dust <br /> which has been negatively affecting personnel and local residents. In addition, the pavement gouging that <br /> occurs when using existing equipment has a lasting detrimental effect on the pavement and night time <br /> visibility for drivers, especially with raining conditions. Since the County has elected to install concrete <br /> pavement on new road construction and in locations where no primer or insufficient primer was installed prior <br /> to striping the concrete roadways, the thermoplastic striping has been deteriorating. Under current <br /> conditions with existing equipment, we are frequently unable to effectively eradicate inappropriate or faded <br /> markings to an acceptable level to meet the Federal Manual on Uniform Traffic Control Devises (MUTCD), <br /> specifically MUTCD Section 3A.02 Standardization of Application and MUTCD Section 6F.77 Pavement <br /> markings. <br /> The anticipated cost of equipment is approximately $321,000.00 with interest over a five year lease to <br /> purchase term. Estimated lease cost is $5,600.00 per month or $67,200 annually to begin upon estimated <br /> delivery date of March 2018. <br /> This purchase will be funded by the Highway Fund. <br /> SIGNED: DATE: i ) ( a)1—( <br /> Department Head <br />
