WHEREAS, tax map key (3) 2-9-002:023, also known as Hakalau Valley, is ranked 6th <br /> on the prioritized list of lands to be considered for acquisition, as submitted by the Commission <br /> in its 2016 Annual Report to the Mayor dated December 28, 2016; and <br /> WHEREAS, Hakalau Valley, located in the district of Hamakua, is approximately <br /> 83.19 acres and is significant to the County of Hawai`i for the following reasons: <br /> (1) Hakalau Valley was the site of a significant battle which took place between the <br /> armies of King Kamehameha I and the warriors of Kahekili of Maui; <br /> (2) The Kamehameha I victory was a pivotal point in solidifying his position of power; <br /> (3) The owner of this parcel has made it clear that he is not willing to sell Hakalau Point, <br /> which is under immediate threat of development, unless Hakalau Valley is purchased <br /> at the same time; <br /> (4) Resolution No. 535-16, authorizing the Director of Finance to enter into negotiations <br /> for the acquisition of Hakalau Point, was adopted by the Council on June 15, 2016; <br /> (5) Hakalau Point is well-situated for public access use and is rich in plantation-era <br /> history; and <br /> (6) Acquisition of Hakalau Valley will help protect a watershed on one side of a <br /> perennial stream; and <br /> WHEREAS,the owner of the subject properties is willing to sell these parcels to the <br /> County of Hawai`i, but also has expressed a strong intention to develop these properties or sell <br /> these properties to another private interest; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> pursuant to Chapter 2, Article 42 of the Hawai`i County Code, the Director of Finance is hereby <br /> authorized to enter into negotiations for the acquisition of Hakalau Valley, situated at tax map <br /> key (3) 2-9-002:023 in the district of Hamakua, utilizing the Public Access, Open Space, and <br /> Natural Resources Preservation Fund. <br /> BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized to <br /> initiate any funding mechanisms required for the acquisition of Hakalau Valley in accordance <br /> with the terms of this resolution. <br /> 2 <br />
