Aloha Council Members,
I am testifying against Res 67-17 for several reasons.
Thank you for opening public discussion on the topic.
Placing the offender into a position without access to support for criminal activity is the sixth step in the seven-step
restorative justice process.The prosecutor already has$900,000 for the restorative justice project.The funds requested
in Res 67-17 should come from that fund instead of Contingency Relief.
The prosecutor is attempting to transfer$10,000 of law-abiding citizens' hard-earned taxes to pay the prosecutor's
sweetheart nonprofit to serve drug-offense convicts.The ex-offenders should pay for their services.See if a bank will
loan them the funds for their services that include job search and interview training. If the project is successful, the ex-
offenders will repay the loan when they get jobs. If the project is not successful, no one should fund it.
Res 67-17 is a sweetheart deal for a nonprofit that duplicates the services provided by another nonprofit,the Going
Home project.The state law and rules require others to apply for program funds set aside for that purpose.There is a
county fund for nonprofits. Both nonprofits should compete with all the others for funding through the open bidding
process.The due date for their proposals is in April.

Res 67-17 is worded so vaguely, it could apply to hiring attorneys and private court transportation for victims of the drug
mob. And, if it did, I might support it. However, it could also apply to hiring chauffeurs to drive career criminals to court
and job interviews. No county service does that for law-abiding citizens.The Going Home project already does that for
ex drug offenders. Res 67-17 is asking to duplicate services.
The prosecutor's office has a conflict of interest and should not be involved in channeling money into services for the
crimnals and crimes it prosecuted. Prop 67-17 appears to be a kickback or a way for the prosecutor to apologize for
prosecuting crime,which it should never do.
I am testifying on behalf of Mana Gardens LLC where a local mob of drug abusers and dealers has taken money from
three women who soon thereafter died of unnatural causes.The mob is trying to do the same to me. Local drug-related
mob members have committed assault,theft, harassment, stalking,trespass, prolonged bullying and criminal property
damage against me. However,the police officers gave the prosecutor a fictitious address for me so that the prosecutor's
mail to that address was returned undeliverable. Whenever I gave the prosecutors my correct address, they immediately
lost it. Consequently, the prosecutor dropped the few complaints the HPD routed.The criminal justice system fails in
favor of the drug offenders and without any failsafes. Res 67-17 channels funding for services to the few drug-offenders
who don't escape through the "cracks" in the system. If we repaired the system and installed failsafes,then the number
of incarcerated offenders would reach the lev!
el necessary to attract federal funding through the grant writing talent that we have on the Big Island.
The drug-offenders have the cash to fund the drug court project.Who confiscated the acreage from Roger Christie's
growers?Selling some of that land should cover the costs of pushing drugs onto people who are not eligible for medical
marijuana permits.
During Mitch Roth's campaign forum and the 1/21/2017 meeting, members of the public asked the prosecutor to
prosecute the local mob.The prosecutor's decision to rely upon those police officers' decision not to prosecute the mob
has enabled the mob of drug users and dealers to offend me on thousands of occasions including their 1/31/2017
assault.?
Twice, I have informed the prosecutor's office of federal funding available for services for victims of crime. Before
1/21/2017,the prosecutor's office called me to tell me that they don't need the funding.Specifically, he said that they
don't plan to ask for federal funding because they don't need it. If the prosecutor doesn't need federal funding, it
doesn't need local funding.
Within a few hours, 160 big island residents signed a petition.These residents are asking the prosecutor,the police
department and other agencies to seek federal funding.
With $42 million available for the drug court program from the OJP,federal funding is available for services for people
convicted of drug-related offenses.* Also, see the graduated sanctions project.The Contingency Relief account should
be reserved for expenses for which federal funding is not available.
As its name implies, the Contingency Relief fund should relieve victims of the drug mob from the damages caused by
drug abusers and dealers, including to hire an attorney to protect me from the mob while I'm asking the court to end the
bullying relationship,to repair the gate they vandalized, and to replace the locks they cut from it.
The drug mob scared away some of my social support.As set forth above,the police and prosecutor also withheld social
support.That empowered the mob to cause irreparable damage. Even when the healthy brain and associated behavior
appears to have recovered from a stressful challenge,studies of gene expression have revealed that the brain is not the
same,just as the morphology after recovery appears to be somewhat different from what it was before stress
(Goldwater et al., 2009). Chronic stress increases inflammatory tone and this release of cytokines can activate other
signaling pathways, such as NF-kB-dependent transcription. B Mcewan et al, Learning from the effects of stress on the
brain. Neurobiol Stress 2015 Jan; 1: 1-11.The Contingency Relief account could prevent further irreparable damage to

the drug mob's target. It could provide regular patrol of the neighborhood of the Shire by classifying it as an elevated
security risk area.
According to?http://www.courts.state.hi.us/news_and_reports/featured_news/2016/05/big-island-drug-court-
celebrates-36th-graduation-ceremony?,taxes would be spent through Res 67-17 on treatment and mental health
evaluation of the convicted drug offenders, who are mentally ill by definition, when transporting certain types of drug
abusers off island is the only way to prevent their re-offending. (It removes the "place" from the place-based preference
drug seeking brain circuitry.) Res 67-17 does not specify whether the requested funds would be wasted on unnecessary
or ineffective services.
The news article said that we might need to raise taxes to pay for the Contingency Relief fund. It says the fund is
reserved for emergencies. If a convict has an emergency, shouldn't the correctional institution be able to meet it?There
is no need for expedited funding.
The contingency relief fund should rather be used for a real emergency:to hire legal representation for the people who
are being bullied by the drug mob to stop them from converting us.The ex drug offenders already use taxes to pay for
attorneys who represent them at their"frequent review hearings before the drug court judge." As a law abiding Citizen,
I had no attorney when the drug mob physically surrounded me in Judge Nakamura's courtroom and shoved forgeries
into my hands and repeatedly told me to admit them. When I left the courtroom,the bailiff came out and told me to go
back in because the mob was waiting for me.The judge even asked me if I would admit a forgery into evidence after I
told him it was a forgery. I suffered trauma and inflammation from the prolonged bullying. Prolonged bullying
quadruples the odds of depression (odds ratio 4.2, 95%CI 2.0 to 8.6).The odds ratio of incident cardiovascular disease
for victims of prolonged bullying compared to non-bul!
lied employees was 1.6 (95%CI 0.8 to 3.5).Workplace bullying and the risk of cardiovascular disease and depression. M

attorneys to represent the victims and targets of the drug mob. Not to represent members of the drug mob.
A judge on the big island is making approximately$150,000 per year and can afford to pay$10,000 for the services
proposed by the prosecutor in Res 67-17.The prosecutor's sweetheart nonprofit should ask the judge for the handout
instead of asking unemployed law-abiding citizens to pay through taxes.
A man told me that he was addicted to methamphetamine and asked me how to quit. I have seen children using drugs.
As a certified mental health first responder, I called the Big Island Substance Abuse Council hotline to see if I should
make the referral.A few days ago,the Big Island Substance Abuse Council hotline counselor told me that I should not
tell drug addicts about his services because every drug addict already knows how to contact him. Res 67-17 does not
contain any statistical or qualitative evidence of efficacy of the proposed project. Res 67-17 shows no evidence that it
can prevent crime where others have failed.
Res 67-17 provides incentive for me as a law-abiding citizen who cannot find paying work to begin dealing drugs so that I
can get into a program that will help me find employment, housing and an attorney.?
When I clicked on the link to the official website of the proesuctor's sweetheart nonprofit drug court program, it opened
a pizza joint's website.The nonprofit should ask the pizza joint for the funding it needs.
In sum,there are meny reasons for the Council to reject Res 67-17 as written.

PETITION FOR AGENCIES TO APPLY FOR GOVERNMENT FUNDING OF SERVICES IN HAWAI'I
Eligible agencies should apply for Federal funding to improve community safety. People in Hawai'i need one or more of
the following.
1. Legal Assistance for Victims
2.Training and Services to End Violence Against Women with Disabilities 3. Outreach and Services to Underserved
Populations 4. Rural Sexual Assault, Domestic Violence, Dating Violence and Stalking Assistance 5. Criminal Justice Data
for Research on Stalking,Violent Injuries, Drug Abuse, Elder Abuse,or Human Trafficking 6. Improving Criminal Justice
Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking 7. Local law enforcement agencies should
more completely report incident-based crime data.
