REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: March 21, 2017 Re: Comm.No. 160 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:05 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Communication No. 160, reports as <br /> follows: <br /> Communication No. 160, transmitted by Mayor Harry Kim, dated February 22, 2017, nominates <br /> Nestorio Lagua Domingo of Council District 7 to the County of Hawai`i Water Board. <br /> Mr. Domingo has been a resident of Hawai`i for nearly three years and retired from the U.S. Air <br /> Force as a Civilian Flight Test Engineer after 21 years of civil service. He served 29 years of <br /> active and reserve military service and retired as a Chief Warrant Officer-4, Civil Engineer <br /> Corps of the U.S. Navy. He holds a Bachelors and Master of Science Degree in Mechanical <br /> Engineering wherein his studies included the study of water dynamics and hydraulic systems. <br /> He is an active member of the Rotary Club, Big Island Retired Military Association,American <br /> Legion and Pualani Homeowners Association. <br /> If Mr. Domingo is confirmed,he will serve a term ending December 31, 2021. <br /> Mr. Domingo did not appear. Ms. Rose Bautista, Executive Assistant to Mayor Kim, stated that <br /> Mr. Domingo was on a prescheduled trip in the Philippines, and that he would be available for <br /> the council meeting on April 5, 2017. <br /> Several Council Members commented apprehensively regarding Mr. Domingo's absence, and <br /> about the necessity of questioning him before approving that he serve on this critically important <br /> Board. Council Members expressed concern regarding the automatic approval of Mr. Domingo <br /> if confirmation did not take place by the deadline of April 16, 2017. <br /> Chair Eoff requested a roll call vote. Council Members Chung and Lee Loy voted "no," and <br /> Council Member Kanuha voted"kanalua"then"no." Council Members O'Hara, Poindexter, <br /> Richards, Ruggles, David and Eoff voted "kanalua"then"aye." <br /> Chair Eoff stated that Mr. Domingo must appear in person at the Council Meeting on April 5, <br /> 2017. <br /> Pursuant to Section 8-2 of the Hawai`i County Charter, the Mayor shall appoint with the <br /> approval of council, a resident of each council district to serve on the County of Hawai`i Water <br /> Board. <br /> PC Report No. 6 <br />
