COUNTY OF HAWAII '=-"y/` ': STATE OF HAWAII <br /> RESOLUTION NO. 143 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT FOR THE HAWAII ISLE POLICE ACTIVITIES <br /> LEAGUE FOOTBALL COMBINE/CLINIC AND 7-ON-7 BATTLE BY THE BAY <br /> FOOTBALL TOURNAMENT FOR YOUTH. <br /> WHEREAS, the Hawaii Isle Police Activities League ("HI-PAL") is a community <br /> youth program under the Police Department that provides activities designed to help youth make <br /> healthy and legal choices; and <br /> WHEREAS, HI-PAL is organizing an inaugural, three-day football event in I lilo, to be <br /> held June 2017, that will include a combine/clinic and a youth football tournament called 7-on-7 <br /> Battle by the Bay; and <br /> WHEREAS, the combine/clinic will test the student athletes' abilities using various <br /> speed, agility, and strength drills; and <br /> WHEREAS, following the combine/clinic, there will be ten teams participating in the <br /> 7-on-7 Battle by the Bay football tournament; and <br /> WHEREAS, HI-PAL requests funding assistance for costs related to its three-day <br /> football event, including officiating fees for the tournament and T-shirts for the tournament <br /> participants; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Police Department <br /> for its Hawaii Isle Police Activities League football combine/clinic and 7-on-7 Battle by the Bay <br /> football tournament for youth. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br />
