• <br /> COUNTY OF HAWAII I*= �'=��' /�*� STATE OF HAWAII <br /> ATE O.F.x�.ji <br /> RESOLUTION NO. 168 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DTEVELOPMENT COUNCIL TO ASSIST THE <br /> KONA SOIL AND WATER CONSERVATION DISTRICT WITH COSTS FOR <br /> EDUCATIONAL MATERIALS AND WORKSHOPS. <br /> WHEREAS,the Big Island Resource Conservation and Development Council <br /> (BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist the people of Hawai`i <br /> Island in achieving sustainable development while caring for and appreciating their natural <br /> environment; and <br /> WHEREAS, over the last 50 years, land degradation and soil depletion have caused <br /> severe damage to the coffee and macadamia nut crops and productive native forests within the <br /> Kona district; and <br /> WHEREAS, BIRCDC is collaborating with the Kona Soil and Water Conservation <br /> District(KSWCD), a government subdivision of the State, to develop educational materials and <br /> conduct workshops relating to land degradation and soil depletion in the Kona district; and <br /> WHEREAS,the purpose of this outreach project is to educate the Kona residents on <br /> what can be done to improve soils,plant life, and the overall environment; and <br /> WHEREAS, the BIRCDC is requesting funds to assist KSWCD with costs associated <br /> with producing educational materials_and conducting workshops; and <br /> WHEREAS,the Department of Research and Development supports sustainable <br /> agricultural practices and educational opportunities designed to promote the industry; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment,materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 7 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Big Island Resource Conservation and <br /> Development Council to assist the Kona Soil and Water Conservation District with costs for <br /> educational materals and workshops. <br />
