Chapter 2,Article 4, of the Hawai`i County Code 1983 (2016 Edition, as <br /> amended) is amended by adding a newsection to be appropriately designated and to read as <br /> follows: <br /> "Section 2- . Temporary positions; notification to the council. <br /> (a) ." The director of finance shall notify the council about any person employed <br /> under a contract for less than ninety days if: <br /> (1) The salary is $5,000 or more per month; and <br /> (2) The temporary position is unrelated to a state of emergency declaration. <br /> (b) Notification to the council shall consist of a report, submitted no later than <br /> thirty days after the effective date of the contract,to be placed on the council <br /> committee agenda designated to handle matters of finance. The report shall <br /> contain the name and the qualifications of the temporary employee,the cost of <br /> the contract,the service to be performed, and an explanation of why existing <br /> County personnel is unable to provide that service." <br /> isunderscored.
