ti <br /> •'BVI OF 61 <br /> V <br /> COUNTY OF HAWAII -: I.- STATE OF HAWAII <br /> • <br /> RESOLUTION NO. 179 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE RAINBOW <br /> FRIENDS ANIMAL SANCTUARY FOR ITS SPAY/NEUTER CLINIC FOR FERAL <br /> CATS. <br /> WHEREAS,the Rainbow Friends Animal Sanctuary is a 501(c)(3)nonprofit <br /> organization located in Council District 5 that conducts a spay/neuter clinic at least once a month <br /> to help reduce and control the feral cat population; and <br /> WHEREAS, feral cats are listed among the most harmful invasive species, globally, by <br /> the International Union for the Conservation of Nature; and <br /> WHEREAS,the veterinarian working with the Rainbow Friends Animal Sanctuary <br /> charges $35 to spay or neuter each cat; and <br /> WHEREAS, the Rainbow Friends Animal Sanctuary is requesting funds to assist with <br /> the cost to spay or neuter 42 feral cats in the Puna area; and <br /> WHEREAS,the Department of Research and Development supports Rainbow Friends <br /> Animal Sanctuary's spay/neuter clinics, because they are in alignment with the department's <br /> mission to enhance the quality of life and sustainability of Hawai`i Island's communities through <br /> community development programs; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment,materials, or supplies for which the grant shall be used; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 5 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Rainbow Friends Animal Sanctuary for its <br /> spay/neuter clinic for feral cats. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
