REQUEST: <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water <br /> Pollution Control Revolving Fund Loan for Solid Waste improvement projects and authorizing the issuance of <br /> $20,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following <br /> project: <br /> South Hilo Sanitary Landfill Final Closure $20,000,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State Department of Health has issued a commitment letter that funding through the State Water Pollution <br /> Control Revolving Fund Loan Program is available for the South Hilo Sanitary Landfill Final Closure project. <br /> This project is needed to satisfy the closure requirements of the Solid Waste Management Permit No. SW- <br /> 311286 for the South Hilo Sanitary Landfill Final Closure in accordance with HAR 11-58.1 - Solid Waste <br /> Management Control. <br /> The County of Hawai'i Department of Environmental Management has contracted with a professional <br /> engineering firm to prepare the closure plans to be submitted to the Department of Health for approval.
