RESOLUTION NO. 203 1.7 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO HAMAKUA COMMUNITY DEVELOPMENT CORPORATION FOR EXPENSES RELATING TO THE 2017 HONOKA`A WESTERN WEEK FESTIVAL. WHEREAS, the 2017 Honoka`a Western Week festival is being organized by the Hilo Hamakua Community Development Corporation, a 501(c)(3) nonprofit organization, and co- sponsored with the Department of Parks and Recreation; and WHEREAS, the Honoka`a Western Week festival is a celebration of paniolo culture that fosters a true sense of community,tradition, and pride; and • WHEREAS, this annual event has been attended by thousands of Hawai`i Island residents and visitors and has increased economic tourism for Hawai`i Island by promoting Honoka`a town as a tourist destination; and WHEREAS, the Hilo Hamakua Community Development Corporation is requesting funds to help with advertising, marketing coordination, police special duty, miscellaneous equipment rental, and other related expenses; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment,materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks and Recreation to provide a grant to the Hilo Hamdkua Community Development Corporation to help fund the 2017 Honoka`a Western Week festival. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
