X19-109-5 <br /> • <br /> (A) Enable and encourage children, <br /> including those with disabilities, to <br /> walk or bicycle to school; <br /> (B) Make walking and bicycling to school a <br /> safer and more appealing transportation <br /> alternative, thereby encouraging a <br /> healthy and active lifestyle from an <br /> early age; and <br /> (C) Facilitate the planning, development <br /> and implementation of projects and <br /> activities that will improve safety and <br /> reduce traffic, fuel consumption and <br /> air pollution in the vicinity of <br /> schools. (Eff MAR 102014 1 <br /> (Ruth: HRS §291C-4) (Imp: HRS §. 291C- <br /> 3, 291C-4) <br /> §19-109-6 County safe routes to school program <br /> coordinators. <br /> coordinators. (a) Each county shall: <br /> (1) Designate a safe routes to school program <br /> coordinator_; and <br /> (2) Develop a county-level safe routes to school. <br /> program which includes a process to identify <br /> and implement safe routes to school <br /> infrastructure and non-infrastructure <br /> projects. <br /> (b) The county safe routes to school coordinator <br /> shall either manage or oversee projects funded in <br /> whole or in part by moneys received from the safe <br /> routes to school program special fund to ensure <br /> compliance with applicable federal and state <br /> requirements.
