BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Resolution 189-17 was adopted by Council on May 3, 2017. This resolution specified that the Mayor would <br /> be authorized to enter into a multi-year, three-year agreement with the State of Hawai'i Employees' <br /> Retirement System (ERS).
