REQUEST: <br /> Waiver from Finance Committee to June 7 Council meeting. Pursuant to HRS §46-7, request consent to <br /> enter into a government-to-government agreement for up to $50,000 with the University of Hawaii Economic <br /> Research Organization (UHERO) to develop the County of Hawaii Data Book as an online Open Data Portal. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant Section 6-8.3 of the Hawaii County Charter, the Director of Research and Development (R&D) <br /> shall: (a) Collect and develop data necessary for managerial and legislative decision-making, and program <br /> and policy-making. Historically, R&D has fulfilled this duty, in part, by 1) publishing a Hawaii County Data <br /> Book (http://www.hisbdc.org/BusinessResearchLibrary/HawaiiCountyDataBook2015.aspx), which serves as <br /> a convenient collection of statistics on social, economic, demographic and other information of the County; 2) <br /> posting monthly economic indicators online; 3) linking from the Department web site to many data sources <br /> and tools of interest (http://www.hawaiicounty.gov/rd-information-resources); and 4) using those three <br /> resources (and others) to respond to information requests from the public, other County agencies, and other <br /> government agencies, businesses, and community organizations. In recent years, many federal, state, and <br /> local governments, as well as universities and nonprofit organizations, have begun providing comparable <br /> services through online "open data" portals designed to make public data more accessible and easier to <br /> understand and use. Examples of open data portals in Hawaii include the State's (www.data.hawaii.gov), <br /> Honolulu's (data.honolulu.gov), UHERO's (data.uhero.hawaii.edu), and the County of Kauai's, which was <br /> developed by UHERO (http://uhero.hawaii.edu/static/dashboard/kauai/index.html).
