Poindexter, re-appropriates Department of Parks& Recreation <br /> Laupahoehoe Boat Ramp Improvements (Reapp. 5593.95) $2,000,000 <br /> My name is Lucille V. Chung, born and raised in Laupahoehoe, employed as the Police Operations Clerk <br /> at Laupahoehoe Police Station from 1962 thru December 1994, am the current president of the <br /> Hawaiian Civic Club of Laupahoehoe, served as past president of the North Hilo Community Council, and <br /> who remains active in community issues affecting our North Hilo District, I submit testimony in support <br /> of the re-appropriation of$2,000.00 to address improvements to the Laupahoehoe Boat Ramp which is <br /> in dire need of repair. <br /> Laupahoehoe Boat Ramp was constructed with support of the North Hilo Community Council,the then <br /> Senator Daniel Akaka,the Army Corps of Engineers and the State and County of Hawaii. It was built at <br /> the urging of the boat owners in the community who wanted to launch their boats from Laupahoehoe <br /> Point to be able to fish along the Hilo/Hamakua Coast instead of having to launch from Hilo or Kawaihae <br /> to fish along the coastline to provide for their families from the fertile fishing areas along the coast. <br /> The other very significant reason for building the boat ramp was to improve the ability for rescue <br /> missions to launch from Laupahoehoe or to be able to come in to Laupahoehoe from a rescue mission <br /> on the open ocean instead of having to do either from Hilo or Kawaihae. It afforded rescue personnel <br /> an alternative between Hilo and Kawaihae. <br /> I submit testimony in support of this re-appropriation of$2,000,000 to address the deteriorated and <br /> unsafe conditions that now exist as stated in the proposal submitted Councilmember Valerie Poindexter <br /> and strongly urge the council to support it. <br /> Comm.
