<br /> real property tax rates for each class of property will revert back to the rates of fiscal year 2016-
<br /> 2017, subject to the procedures in Section 19-90 of the Hawai`i County Code, and that the Mayor's
<br /> proposed operating budget for fiscal year 2018-2019 should reflect real property tax revenues
<br /> based on the rates from fiscal year 2016-2017."
