Jt -4 OF j"
CP'L •
COUNTY OF HAWAII STATE OF HAWAII
BILL NO. 44
ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 10, HAWAII COUNTY
CODE 1983 (2016 EDITION, AS AMENDED), BY ADDING A NEW SECTION
RELATING TO EXEMPTIONS FROM REAL PROPERTY TAX FOR PARCELS
CLASSIFIED AS RESIDENTIAL, APARTMENT, COMMERCIAL, AND INDUSTRIAL.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Findings and purpose.
The Council finds that it is necessary to raise property tax rates beginning in fiscal year
2017-2018 in order to satisfy the revenue needs of the County of Hawaii. The purpose of this
amendment is to help protect low and middle-income individuals, families, and business owners
from the potential hardship that this increase in taxes might cause. This will be done through the
creation of new, automatic exemptions that will apply to all properties classified as Residential,
Apartment, Commercial, and Industrial. These exemptions will help decrease the tax burden on
lower income families in a manner consistent with the needs of the County of Hawaii.
SECTION 2. Chapter 19, article 10, Hawaii County Code 1983 (2016 Edition
as amended) is amended by adding a new section to be appropriately designated and to
read as follows:
"Section 19- . Exemptions from Real Property for properties classified as
Residential, Apartment, Commercial, and Industrial.
La) Real property in the following classifications pursuant to section 19-53,
shall qualify for the specified exemptions from totalross property value:
(1) Residential - $ 30,000
(2) Apartment - $ 20,000
(3) Commercial - $ 40,000
(4) Industrial - $ 40,000
These exemptions shall be automatically pplied without need for
application to the director.
O This section shall not absolve taxpayers from the requirements of section
19-90(e) if qpplicable, relating to minimum real property tax amounts."
