He also served <br /> as a US Embassy Civilian/Military Coordinator in Afghanistan in 2010. <br /> Dr. Frank holds a BS degree in Agriculture/Nutrition and PhD in Environment/ <br /> International Development from Cornell University and an MS in Physiology/Nutrition <br /> from the University of the Philippines. He received his Diplomat Service training in <br /> Washington DC. <br /> Dr. Frank is an active member of our community having served as a Civil Air Patrol <br /> Chaplain and currently volunteers with his church and the Boys Scouts of America. <br /> Dr. Frank has been a full time resident of Hawai'i for approximately 5 years, however, <br /> he and his wife has spent lots of time in Hawai'i since 1995 visiting their children who <br /> reside here. He has owned property in Hawai'i County for over 10 years. Dr. Frank <br /> states he is not affiliated with any political party.
