i17 * <br /> COUNTYOFHAWAIISTATE OF HAWAII <br /> RESOLUTION NO. 238 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE CONSERVATION <br /> COUNCIL FOR HAWAII FOR THE `OHI`A LOVE FEST COMMUNITY EVENT TO <br /> SUPPORT EDUCATION AND AWARENESS OF RAPID `OHI`A DEATH. <br /> WHEREAS, the Conservation Council for Hawai`i is a local 501(c)(3) nonprofit <br /> organization dedicated to protecting native Hawaiian plants, animals, and ecosystems for future <br /> generations; and <br /> WHEREAS,the Conservation Council for Hawai`i is working with the University of <br /> Hawai`i's College of Tropical Agriculture and Human Resources Cooperative Extension Service <br /> to coordinate the `Ohi`a Love Fest, which will be held on August 27, 2017, at the `Imiloa <br /> Astronomy Center, to educate and promote awareness of Rapid `Ohi`a Death; and <br /> WHEREAS,Rapid `Ohi`a Death is a new fungal disease that was first reported on <br /> Hawai`i Island in 2010, which has already killed hundreds of thousands of`ohi`a lehua trees <br /> across more than 50,000 acres on Hawaii Island; and <br /> WHEREAS, `ohi`a lehua is endemic to Hawai`i and is the backbone of Hawai`i's native <br /> forests and watersheds, the source of fresh water on our island; and <br /> WHEREAS, the `Ohi`a Love Fest will be an informational event with several participating <br /> collaborators including the Department of Land and Natural Resources' Division of Forestry and <br /> Wildlife, State of Hawai`i Department of Agriculture's Plant Quarantine Branch, United States <br /> Department of Agriculture's (USDA)Agricultural Research Service, USDA Forest Service, Three <br /> Mountain Alliance, The Nature Conservancy, Big Island Invasive Species Committee, University <br /> of Hawaii at Hilo, Kohala Watershed Partnership, and Hawai`i Volcanoes National Park; and <br /> WHEREAS, this community event falls within the Department of Research and <br /> Development's mission to facilitate/support the sustainability of Hawaii Island's communities <br /> through community-based collaborations and capacity-building services; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Conservation Council for Hawaii to support <br /> the `Ohi`a Love Fest on August 27, 2017, in Hilo. <br />
